A call provision violation can happen in a number of ways, including being on a public cellular network, being on a public landline, being on a public wireless network, being on a public Wi-Fi network, or being on a public Wi-Fi hotspot.

Basically, a call provision violation is when someone calls from a public location using a cellular phone, landline, Wi-Fi hotspot, or any other public location. It’s not usually to make an emergency call, or to harass anyone. It’s to make a call to a person, so they answer and then call again. There’s no guarantee that the other person will answer the third call.
